Why do public bathrooms have ceiling sprinklers?

I can understand in some cases but I'm talking about the ones with brick walls and high ceilings and stone/cement/tiled floors. Like at Giant Eagle. If a fire DID start there, it wouldn't spread.. So, what gives? My sister said it's to prevent smoking but my dad said "I durn't nar dawg!"
